Horizon 2020 Program Objectives

The European Union's energy efficiency program Horizon 2020 was formally adopted on 27 October 2017. It covers the period 2018 – 2020. The total budget for proposals on energy efficiency amounts to around € 112 million in 2019.

The energy efficiency calls for the Horizon 2020 program provides support for innovation through:

  • Research and demonstration of the most energy-efficient technologies and solutions.
  • Market take-up measures to eliminate market barriers and governance. These include funding, introducing or improving regulations and improving skills and knowledge.

The Horizon 2020 support program focuses on the following six areas:

  • Consumers
  • Buildings
  • Public authorities
  • Industry, products & services
  • Heating and Cooling
  • Financing innovation

The program adopts an approach based on the challenge to meet needs. It gives researchers greater freedom to propose innovative technological solutions. Horizontal actions have also been introduced under the program. Last but not least, the level of technological readiness (TRL) should be applied in order to better define the scope of activities.

Call for Proposals

The new Call for Proposals for Horizon 2020 has been launched since 12 March 2019. The call focuses on the themes: Security of Energy Supply, Clean Energy and Energy Efficiency under the Horizon 2020 program.

The closing date for submission of proposals is 3 September 2019.

In the field of energy, the following are the most important calls for proposals that are of interest to the Greek space.

Horizon 2020 Work Program


Safe, Clean and efficient use of energy.

Horizon 2020 Work Programme 2018-2020 for the Section: Secure, clean and efficient energy. This Work Programme covers 2018, 2019 and 2020. The parts of the Work Programme that relate to 2019 (topics, dates, budget) have, with this revised version, been updated. The changes relating to this revised part are explained on the Participant Portal. The parts that relate to 2020 are provided at this stage on an indicative basis. Such Work Programme parts will be decided during 2019.

Expected Impact:

Proposals are expected to highlight the impacts listed below using quantified indicators and targets where possible:

  • Implement and upgrade cost-effective business models

    Implementation and upgrading of economically viable business models, which eventually operate without the need for public subsidies.

  • Availability of adequate funding offer

    Availability of sufficient funding offer for complete renovation services.

  • Strong and credible partnerships

    Strong and credible partnerships with local actors. Including SMEs, financial institutions, energy stakeholders, NGOs, etc. Improving the quality of the proposed services recognized by market players.

  • Development of large, locally developed investment processes for renovation

    Develop large, locally developed investment pipelines for a home renovation that link supply to demand for this (in millions of euros of investment within the first 5 years).

  • Development of renovation for energy upgrade

    Development of residential renovation for energy upgrading at the local level and corresponding primary energy savings (GWh / year).

Bioenergy operators

Bioenergy operators

Development of bioenergy intermediates for energy and the transport of biogenic residues and waste and energy crops from marginal soils not applicable to food or feed production. The use of flexible feed technology is envisaged with conversion costs reduced by at least 25% in addition to catering costs. At the same time, increased energy density and storage and disposal characteristics are needed, with improved GHG performance. The state of the technology for conversion costs by technology should be clearly presented in the proposal with cost elements and flexibility of use.

Hydropower

Hydropower:

Develop low and ultra-low head and marine water-resistant equipment (such as oil pump-turbines) that guarantee at least 70% round-trip efficiency and make low-headwater seawater storage and other low-life hydroelectric applications sustainable, for example in unexplored (eg in coastal dams and islands), while at the same time minimizing possible impacts on fish.

Virtual Power Plant

Virtual Power Plant

Proposals should contribute to increasing the performance of an integrated portfolio of renewable energy sources. These sources will work together as a Virtual Power Plant capable of providing flexibility and ancillary services to the energy system.

The proposed solution must be competitive compared to solutions combining renewable generation of variable production with electrochemical storage.
