Kozani's district heating system is the largest district heating network in Greece. The distributed heat energy is provided mainly for space heating and hot water production. It started its operation in 1993. In the beginning, the system was operating in pilot mode connecting about 360 buildings in Kozani town.  It is sited at Kozani, a small town with 60.000 inhabitants located at the prefecture of West Macedonia in north of Greece. The district heating service is a part of the MUNICIPAL WATER, DRAINAGE & DISTRICT HEATING COMPANY of Kozani main activities.

Functional data of Kozani’s District heating system

Today, district heating Kozani serves 5,543 connected buildings. The heated surface reaches 2,599,868 m2. Of these buildings, 5,172  are located in the city of Kozani, 82 in the settlement of the ZEP and the remaining 289 in the settlement of Nea Haravgi of Kozani's Municipality. The total number of currently served apartments now exceeds 27,000.

The average area of the connected buildings amounts to 469 m2. The average specific annual specific energy requirement in final consumption based on the climatic conditions is on average at 106 kWh / m2 per year. The average total thermal energy efficiency of the plant is about 78,52%.

The total length of the distribution network is about 454 km. It provides coverage that reaches 100% for the approved town planning project of the city of Kozani. The same percentage is also covered by the settlements of N. Haravgi of the Municipality of Kozani and the Active Urban Planning Zone of the Municipality of Kozani.

The necessary thermal power for district heating in Kozani is secured at a rate that exceeds today 98% with the utilization of the cogeneration by the PPC Thermoelectric Power Station. Dimitriou (units III, IV and V) located 17 km from the city of Kozani.  The heat is transferred to the city with the aid of the A2 pumping stations (Kassas area in Kozani) and A3 (within Agios Dimitrios of Kozani) through transport pipelines of a total length of ~ 51 km. The distribution to the points of consumption is made with the help of the pumping station A1, which is also located in the area of KASLA Kozani. A detailed description of the installation as well as the basic operating diagrams are presented in the next section.

Κατά την περίοδο 2016/17 η ζήτηση θερμικής ενέργειας ανήλθε σε 275.685 MWhth.  Ήταν αυξημένη κατά 22,16% σε σχέση με την προηγούμενη περίοδο – λόγω κυρίως των ακραίων κλιματολογικών συνθηκών που εμφανίσθηκαν.  Η σύνδεση νέων καταναλωτών (νέων οικοδομών) παρουσίασε  κατά την περίοδο αυτή αύξηση κατά  3,22% ως προς τα επίπεδα του  2013.  Ο μέσος ετήσιος ρυθμός πρόσκτησης νέων καταναλωτών για τα τελευταία 5 έτη κυμάνθηκε στα ίδια επίπεδα.  Για επερχόμενα έτη αναμένεται ότι θα κυμανθεί από 1,5% έως 2,5% ετησίως λόγω του παρουσιαζόμενου κορεσμού με εξαίρεση την σχεδιαζόμενη επέκταση του δικτύου σε νέους οικισμούς (Κρόκου – Δρεπάνου).

The amount of the investment amounted to € 33,000,000 in net worth. In this context, it was ensured:

The increase of the obtained thermal power with cogeneration from Ag. Demetrios Kozanis PPC from 70 to 137 MWth,

Ensuring the capability of carrying this power by constructing a third supply pipe of nominal diameter DN600 mm,

The increase of the energy efficiency of the total plant by the conversion of the existing pumping stations (increase of the pumping capacity from 1.150 to 2.300 m3 / h installation of inverter-controlled pumping stations, construction of a storage tank with a total capacity of 1.650 m3)

Hydraulic optimization and separation of the grid by the construction of auxiliary pumping stations – separation substations in selected locations based on morphology and finally

The coverage of the Kozani city project at a rate close to 100% and the extension of the distribution network to neighboring municipal districts (areas of SPAs and RD of Haravgi, Municipality of Kozani).

NSRF 2007-2013 - Extension / Modernization of an existing district heating plant in Kozani

The program was successfully completed on 31/12/2015. The investment amount amounted to approximately € 7,000,000. The item included:

The construction of four new auxiliary pumping stations – district heating substations,

The second new hot water storage tank of 1,650 m3, instantaneous thermal power of 15 MWth and energy content ~ 70 MWhth

The expansion of the existing network in the Northeastern region of the city of Kozani for the interconnection of new consumers, resulting in an increase of the installed thermal power by ~ 21 MWth.

The district heating of Kozani under the ongoing development business plan has scheduled a series of new investment projects under the forthcoming NSRF programming period 2014-2020. In particular, they include:

Upgrading / Modernization of an existing old transmission District heating pipeline

Upgrading / Modernization of an existing old transmission District heating pipeline

Includes upgrade / modernization (replacement) for a section of an existing old underground pre-insulated DH transmission pipeline. The pipeline is used for the transfer of superheat water to the main pump station of the plant. It is of a nominal diameter DN450 / Φ630 mm covered by by EN253 standard.  The total length which is going to be replaced is estimated to be 6,300 m from the central pump station Α1 / Α2 (KASLAS area) and the crossing height to the old Kleitos. The project includes installing a leak detection system and integrating it into the existing monitoring system.

Project budget : 5,272,644 € plus VAT

In particular, the project intends to expand the existing Kozani District Heating Plant and to create new infrastructure to supply the local community of Krokos of the Municipality of Kozani with thermal energy to meet the heating needs of the buildings of the settlement. The nominal thermal load of the plant is expected to fluctuate based on existing data at 12.57 MWth.

In particular, the project includes the extension of the existing Kozani district heating installation and the creation of new infrastructure for the supply of the local community of Drepanos of the Municipality of Kozani with thermal energy to cover the heating needs of the buildings of the settlement is foreseen. The nominal thermal load of the plant is estimated at 4.2 MWth.

It includes the supply and installation of a new 3rd Oil / Gas boiler with a nominal capacity of ~ 30 MWth of increased energy efficiency in replacement of 3 existing obsolete, low-yielding existing No 1, No 2 and No 3. The new boiler will operate alongside the already existing No 4 and No 5 rated power of 27.5 MWth.

Installation of a fully automated remote telemetry and control system for thermal district heating consumers in the city of Kozani, Nea Haravgi community and the SPA settlement of the Municipality of Kozani. The project aims at improving the energy efficiency of the system, upgrading the energy services provided as well as reducing the operational cost of measuring the business, but also improving the reliability of the measurements taken without human data interference, the automated operation of the accounting department and the provision upgraded services to consumers.

Kozani’s District Heating system – Technical Information

The district heating of Kozani receives heat from the low and middle steam turbine stages, during the power generation process at the power station AGI DIMITRIOS KOZANIS of PPC SA from units III, IV and V.

The heat transfer medium is superheated water at a maximum temperature of 120 ° C and a maximum pressure of 25 bar. The Kozani district heating installation is a [highlight] high-temperature district heating system[/highlight]. The thermal energy is transferred through a discontinuous underground system of pre-insulated steel transmission pipelines of approximately 17,140 m in the city of Kozani to the main A1 pumping station.

With the help of this pumping station, it is distributed in the town buildings through a distribution network of the same technology. The length of the distribution network exceeds 430 km.  In the interconnected settlements, the distribution in the internal network is made by means of distinct pumping stations.

The heat is transferred to the final users through thermal substations which include heat exchangers. The water circulation in the closed distribution network of Kozani district heating is achieved on the one hand with the help of the main circulation pumps of the pumping stations and on the other with the separate pumping stations for the areas with altitudes above 740 m due to the intense relief of the city's territory.

In order to cover the peak load as well as for back-up and in order to increase the reliability of the installation, there is a boiler station, consisting of hot water boilers, a pressurized combustion chamber, light oil burning (EL – heater) , alternatively, LPG of a rated thermal output of 85 MWth.

In order to maximize the exploitation rate of the system, load balancing and to smooth the operation of the PPC units, heat storage technology has been applied.  The storage system consists of two overgound accumulators.  (steel storage tanks with a total storage volume of 3,300 m3 and a total nominal instantaneous thermal power of 30 MWth indirectly interconnected to the system.
